Congratulations to Dr. Zaynah Camp-Fry, named chief executive officer of ClearSky Rehabilitation Hospital of Avondale. In Business Magazine reported the move on October 8, 2026, and ClearSky Health lists it in the hospital's news. For Valley employers, the move is a useful prompt: before a top search starts, decide which experience the role needs on day one.

The move in Avondale

The hospital is a 30-bed medical rehabilitation hospital in the West Valley. It treats people with disabling injuries or illnesses, including strokes, brain injuries, hip fractures, spinal injuries, Parkinson's disease and multiple sclerosis, according to the announcement.

Dr. Camp-Fry brings more than 20 years of healthcare leadership, across inpatient rehabilitation, hospital operations, ancillary services and clinical operations. Most recently she was CEO of a 48-bed inpatient rehabilitation hospital in Phoenix, and before that CEO of a 60-bed inpatient rehabilitation hospital in Miami. She also served more than a decade in the United States Air Force, stateside and overseas, and holds a doctorate in business administration.

The announcement doesn't describe how the search ran or why she was chosen, so we won't guess. What it does give is a clear background, and that background raises good questions for anyone hiring a top leader.

Questions her background raises for employers

Each line of a leader's background maps to a choice an employer makes when it writes the role.

From the announcement The question for your search
CEO roles at two inpatient rehabilitation hospitals Does the role need someone who has held the top seat in this setting, or would a strong number two or a leader from a nearby setting do?
Led a hospital in Phoenix before Avondale How much does knowing the local market, referral sources and workforce matter on day one?
Led a hospital in Miami Would you consider a leader from out of state, and what would they need to learn about Arizona?
More than a decade in the Air Force Which leadership experience from outside healthcare would you count?
Oversaw clinical, fiscal and operational performance In a smaller hospital, which of these sits with the CEO alone?

The pressure on Valley CEOs

More than ever, CEOs in the Valley are being asked to navigate tough changes. Medicaid is changing, and reimbursement rates aren't scaling. They're also being asked to integrate more closely with population health and managed care, while they navigate growth and balance budgets across the organization. All of that comes as salaries climb without insurance reimbursements matching them.

That's what we're seeing across the Valley, and it isn't a comment on any one hospital. It does matter for any top search, because a new CEO inherits that pressure on day one.

Small specialty hospitals often have small leadership teams, so one hire can carry a lot. A few choices made early keep the search focused:

  • Write down the two or three results this leader must deliver in the first year.
  • Separate what must be in place on day one from what can be learned.
  • Decide whether the top-seat experience has to come from your setting.
  • Ask how the leader has balanced growth and budgets while salaries outpace reimbursement.
  • Agree on who decides, and on what the search must keep confidential.
  • Plan the handoff: who covers the role until the new leader starts, and who introduces them to staff and referral partners.
